I have all the symptoms of a fever: headache, teary eyes, sweating and shivering...But whenever I take my temperature, it's never over 37.5. (Normally it's between 36.5 and 37). Is that normal?

Yes it's normal,
Sometimes when the virus infection goes into the blood (Viremia), it causes chills, sweating, feverishness with no elevations in temperature.
Drink a lot of water and take antipyretics.
