I guess the type is inguinal. The patient person is a close relative of mine whom i am not able to convince to see a doctor yet, fearing risk. It looks like it is bulging down and reaching the knee.

if it is an inguinal hernia the risk of doing the operation depends on many factors. The Age of the patient, the size of the hernia, the content of the hernia and the type of repair. the repair by itself does not carry serious risk if it is done properly, what matters is the general condition of the patient and the hernia size and its content. so a good assessment should be done by surgeon in order to define the risks and plan for surgery..
